If an agency gets a NEW TCC for AIR they will need to submit test files generated by Avail to get their TCC from test to production status. You can create the test files by going to KRT Test.
Creating the Test Files
- In the KRT Test environment, go to Human Resources > Legacy Human Resources > Affordable Care Act
- Click Employer Setup – Change the TCC number from XXXXX to the Agency's TCC
- Click Create File.
- Click the green check mark and change the Path to File to your user folder.
- Transmission Type: O – Original
- Test File Indicator: T - AATS
- Click Start
- Two files are generated, one named 1094C_Request_(followed by the TCC and a series of numbers representing the date and time created), the other file will be named Manifest_1094C_Request_(followed by the TCC and a series of numbers representing the date and time created).
- Click Employer Setup – Change the TCC number back to XXXXX.
Submitting Test and Production Files to IRS AIR

Submit Test Files
- Provide both files to the agency.
- The agency must submit them through the AIR AATS test system.
- After receiving an Accepted status, they must:
- Call the IRS Help Desk at 1-866-937-4130.
- Provide their Receipt ID.
- Request that their Transmitter Form T/P Indicator be moved to Production (P).

Wait Before Submitting Production Files
- After the T/P Indicator is updated, wait 48 hours before submitting actual files in the Production system.

Why wait?
The TCC database can take up to 48 hours to update. Submitting too soon will result in rejection.

If You Cannot Create New Files
- You may use sample files, but you must replace the TCC (XXXXX) with the agency’s actual TCC:
- Update the file names.
- Update the Manifest file:
- Replace in the UniqueTransmissionId line.
- Replace in the DocumentSystemFileNm line.
